Make sure Steam Cloud is enabled.
Go to Steam - Settings - DOWNLOADS + CLOUD and at the bottom make sure "Enable Steam Cloud synchronization for games which support it."
If that doesn't work, exit Steam completely and renamed the ClientRegistry.blog to "Clientregister_old.blob"
Start up Steam and check again.
If that still doesn't work - exit Steam completely and follow these steps.
1. Go to your Steam folder (usually /Program Files/Steam)
Delete ever file and folder EXCEPT /steamapps and steam.exe
2. Run Steam.exe and it will reinstall steam with all your games intact.
