If you have nvidia gpu, then you can download nvidia inspector. And limit the frames with that.
He already said, vsync is not an option, due to mouse precision lag :)

And you can lock the frames in catalyst. I think its called Frame rate control. But I dont know if its the same as vsync. But check my link above anyways, for a fps limit.

But even in that topic, they also talk about radeonpro. As I did mention above.
And write fps_max x in pile of commands and save. It works
