Error Message when Loading Game

The game intro video starts, then the game crashes (cannot be loaded).

I have the message "Engine error: Steam is not running. You must start Steam in order to play this game". I started from Steam!
Then a second message:
"Change rev.ini value for steam.dll".

I never found this rev.ini file.

Well I paid for this game and I cannot use it. Any help would be appreciated.
