For safety & quality of living, probably Virgil. Survivors would just need to be errand boys to collect gascans for the fuel & scavenge some supplies . & they can take a rest on the boat, free from zombies as they can't swim.

As for Whitaker, he's rather stingy, as he also orders survivors but only with gun store to provide the service. He doesn't let survivors get in & drink cola together with him.

If Church Guy were alive, he would be #3 (last rank) among those 3, #1 for the stingiest & most annoying npc. Ding dong...!!
