If not then it comes down to preference of whether or not you want to hit commons and tap specials a few times while moving, or have a larger mag but have to crouch or scope to hit mid range enemies more reliably. Both however require you to crouch or zoom to hit distant enemies. I think if you prefer to quick-scope most enemies the military sniper is a better choice still.
With laser= military sniper.
That's why I often carry hunting rifle until I find laser sight.
Military Sniper is used by people who want to win at all costs, and are so ♥♥♥♥ that they need to abuse one of the most broken weapons in the game to carry them through the campaign.
Its upsides compared to the hunting rifle include
- Double magazine capacity (30 rounds instead of 15)
- 210 total bullets instead of 165 (25% more)
- The exact same damage and firing rate (can one shot common infected and drop most specials in under a second
- Significantly higher sustained DPS (more than 25% higher) and a higher sustained DPS than every weapon except the AK47, which only comes out on top due to how broken it is in its own right
- Just as effective at a distance, and can penetrate an infinite number of infected with each shot
Whereas the downsides are
- 0.17 second slower reload (5% slower)
- Less accuracy (negated by scoping in, also doesn't matter at close range since its still pretty accuracy)
That's it. Even the wiki page struggles to come up with any downsides. This is what they've got:
- it can be hard to hit Jockeys and Hunters (this applies to every weapon in the game except maybe shotguns)
- Doesn't perform well when you're surrounded (because in this situation you can only hit one infected at a time. However, you only need one shot to kill them, so odds are you can clear everything around you before you even need to reload)
- Lower accuracy than the hunting rifle while moving (this applies to every weapon because the hunting rifle is the most accurate gun)
- You need to be able to aim to use it (...)
- Lower DPS than most T2 weapons and the silenced SMG (this is only true if you don't include reload times. It's also not true beyond mid range. Also the silenced SMG only deals more DPS because its also broken)
Basically, it has a lot of really, really powerful upsides, and almost no meaningful downsides. It outclasses the Hunting Rifle in every way: that's how you know the people using the Hunting Rifle are genuinely good at the game, because they don't need the Mil Sniper to win.
The G3SG1 is just a better version of the mini14 in every aspect, laser or not.
All scoped guns are infinitely accurate since you can quickscope

is milla sniper better depends on the situation(especially with lasers it more or less is a straight upgrade) running round a lot (like parish final) then yea the hunting is a better choice as you wont really have that downtime and need to keep pushing forward but turn it into the holdout final then that movement accuracy is doing nothing for
if you are chosing to take milla over hunting you should also be asking yourself is ak47 better to the situation than the milla as you will be using it practically the same way (milla is just better against certain things like defensive tanks and holdout positions that has the team partially separated)
but it really does come down to defensive vs offensive plays
