I think its either due to her having mental health issues before turning or it's the Witch's way of attracting her prey, then once they're close she'll attack & kill them.

Seriously? I'd think it obvious. She's anorexic, avoided by every other type of infected, and just wants to be left alone. Also hair trigger temper and homicidal rages.

There is no real reason for her crying, or explanation, just some made up ideas. Maybe she misses her humanity, or she have still painful memories from the time when she turned into that walking dead creature

There's a good short comic about the witch but it is in Russian, try googling words: "Left 4 Dead: Ведьма - Авторский Комикс". The plot is quite understandable without translation of dialogue pop-ups.
