Edit: After you set it to 0, go into the file properties and make it read-only.
Typically that command comes at the beginning of your autoexec/config.cfg file to wipe all previous bindings; "forget everything, this is how to set up the keyboard." I'd first check to make sure that you don't have that line at the end of the config file, because that'd certainly do it. ;)
After that I'd set up the keys the way you want them, then exit out of the game and get a copy of your config before it can be altered. Doublecheck that it's the way you want, then make a copy. Mine is called Pala.cfg, for obvious reasons. That way if your keys get messed up, it's very easy to reset them back to the way you want them; just get access to the console, through options/KB+Mouse if necessary, then open the console and type exec pala.cfg (or whatever you rename it to).
If you to have setting that are never changed by game or by accident then copy them to autoexec.cfg in same folder. Create the text file if it does not exist.
