You have installed a workshop Special Infected mod that changes too much to a point --- where it would change gameplay and differs from the original file too much.

Solutions :

Turn off your custom special infected mod,

or

type sv_consistency 0 into the console window every time you start the game up
( or create autoexec.cfg at Left 4 Dead 2\left4dead2\cfg , and put that command there )

or
