this mean you using a mod that alter that file, if a server enforces consistency it will not allow you to join you can disable it but depending on the server configuration for example competitive servers will mostly like configure it in a way that forces you to disable you mods, so u will not be able to play.

if you mean u already typed "sv_consistency 0" in console, but not be to join the servers, its because the host did not type the console command.

It cannot be changed without using sv_cheats. The problem is this. I changed this command using the config file
