i disagree. the ff damage being so high on expert forces you to be more situationally aware and have better positioning to avoid shooting eachother, but if ff didnt exist you wouldnt need to worry about pretty much any of that and it would make the game way easier (and boring)
just block every teamkiller/troll you find and you wont really have to worry about that. you can also use the admin system mod to deal with them

i can now complete campaigns on Expert! Well, sometimes i fall over buildings or shoot gasoline cans by accident. But it's a 60% win rate for me now.
So i down them to teach them a lesson
