Menu changes to Chinese after a match

Hey all, wonder if anyone has had this issue. My dad plays L4D2 all the time and recently (2-3 weeks) when he leaves a match, the menu and everything else changes to Chinese or some oriental characters. I've check the language settings in steam and set a perimeter for English but it still happens. Not sure what changed. Re have reinstalled the game and it still happens.

Try cc_lang english in developer console and see if it fixes it.
