Local Server - Lobby leader hosts server, everyone relies on your hosting, allows the use of sourcemod, generally bad for everyone but the host. Local Server can support 2 other people (depending on internet) before it starts to lag for everyone.
When hosting, make everyone's life easier and happier by choosing Official Dedicated.
Ah okay, so basically you can do some host only console commands like kick, or some sv commands on a local server?
You can do pretty much anything on your own server, can be dedicated or local, does not matter.
Local Servers have more downsides than upsides, downsides usually being extreme lag and lack of people playing because of lag.
Local servers do not allow host only commands or cheats. (excluding a few such as sv_consistency)
When running local host the clients who connect are relying on your internet connection, you basically become a temporary server.
Ok, but you still can't kick someone from the server through the console?
Yes you can, if you are hosting or using rcon commands (needs password)
without sourcemod, the only way to kick someone on a local server is through vote kick.
A listen server (which is somewhat different from a local server, but very similar principles) allows you to use cheats with sv_cheats 1, but if I recall correctly listen servers are 100% lan unless you forward your ports. You start a listen server through console from main menu.
what the hell are you talking about?
Listen server =/= Local server. there are slight differences in the permissions flagging on console commands. Listen Server = local SRCDS, while Local Server = limited local SRCDS. Listen Servers are started through console, while Local Servers are started through the server type option as a lobby leader.
You have to modify your personal files in order for the local server to allow you to do anything extraordinary.

Ok, i'll try that out...
Nice to see enhancements allowing easier server management.
