them go to C:\Steam\userdata\1003171\563 (563 is the Authoring Tools ID). and just delete the entire folder.
-restart steam - them turn ON cloud saves again on both APPs.
2 things that can happen:
-Once turning cloud saves on ,steam is going to ask you to override the data with your recent cloud save data from l4d2 or l4d2 authoring tools - just click on NO , the servers should update correctly after doing this , just check workshop manager and upload something.
-If nothing appears on your screen after turning ON cloud saves , just execute authoring tools and workshop manager , after that the server should be updated with your actual space limit instead of having cache on it.
note: this can also happen when your connection is throttling , just restart the router in that case.
I already tried it and it keeps loading my old 1.70GB data
Even have a couple new campaigns ready to put together from scraps

BTW you should clean out any stuff in the 563 folder if you are having any quota issues.
That folder should be clean once you push stuff up to the cloud (workshop) if it's not it will impact quota. For instance - Left 4 Dead 2 Authoring Tools didn't delete them locally. I just checked mine. All that quota lost because it didn't clean up
They are in the C:\Steam\userdata\(Random Numbers)\563\remote\myl4d2addons
folder (563 is the Authoring Tools ID)
223540 is another one that stores stuff
C:\Program Files (x86)\Steam\userdata\40906218\563\remote\myl4d2addons
All I have to do is delete my account, that ♥♥♥♥ is already lost and there should be that option to delete things from the cloud just like other companies do.
