My see tings are as follow:
Brithness: all the way up
Aspect ratio: 16:9
Resolution: 1280 x 720
Full screen
Film grain: all the way down
Anti aliasing mode: none
Filtering mode: bilinear
Vertycal sync: disabled
Shader: low
Effect : low
Model/texture: low
Multicore rend. : disabled
Paged pool: high

Program Files (x86) /Steam/steamapps/common/Left 4 Dead 2/left4dead2/cfg
folder then find the file named "video.txt"
right click it and click properties, you'll find attributes there in the bottom of the window uncheck the Read-only and click apply then start your game L4D2, that should fix your problem.
that's the reason why l4d2 can't save the setting after changing it and restart the game.
if the "video.txt" file was read-only, the game cannot edit the file even when you change the video settings in your game main menu the game still stick with the read-only "video.txt" file.
So unchecking it will allow the game to re-edit the file.
that's how the file works

So after another look there's is actually another file there called
videodefault.txt and that is the only one which had the read-only. Option ticked! Must have missed it the first time I went through all of them. Anyway, went back in the game and it loaded my settings fine this time! Thanks everyone! 🙂🙂
And the videodefault.txt was the only file with read only on, weirdly enough
