Report a translation problem
1) Check updates for your Windows.
2) Install DirectX 9 latest libraries.
3) Install Visual C++ libraries. (You can find all in one pack in "Techpowerup" site for example. Also, you can find DirectX pack here too: https://www.techpowerup.com/download/operating-system/)
4) Update your GPU drivers.
5) Run Steam/L4D2 with Admin rights (Run as Administrator).

How can you not know about DirectX and Visual runtime libraries?
Someone else installs everything for you?
BTW, you can just search "left 4 dead 2 won't launch" and A BUNCH of fixes will appear.
To have the power to access so much information with literally a click of a button and to decide to lose time like this... At least you make some people laugh.
