I have no idea man. For extremely rare voicelines, you're better off looking at guides on how how to bind a specific voiceline to a single key.

I've often heard him say that in my game. Ellis said that as he grab the grenade launcher. Maybe it has the effect of the Active Talker mod because ever since I used the Active Talker mod in my game, he says that quote more often than without the Active Talker mod.
