How to keep mods locally instead of downloading each time?
Is there a way to save and store mods/addons instead of re downloading each time?

Yes go in the following folder:
Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop

COPY all the mod into the following folder:
Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons

And unsubscribe, you will keep all the mod but they will not update anymore
