another application updating itself in the background on your computer and interferring with your connection..
if your friend is hosting locally and you have a bad ping, try finding servers that are close to your region with low pings.
you could choose a server off of gametracker and test it out.
if it gives you trouble you could run a tracert command and see if any routers in between you and the server are having problems.
check your download region in your steam settings and make sure they are near you.
disconnect the power from your ISP router gateway. also disconnect the cable or phone line.
wait a couple of minutes then plug everything back in.
update firmware for router.
it's hard to say what's causing it. just throwing stuff out there.
