Does not matter if you start by lobby or directly by the console itself, still a listen server.
The only difference is the matchmaking, using "map" will avoid matchmaking, making this game unavailable through menus (quick game or join game) the only way to connect to this game is using connect command, someone inside invite or using the server browser.
Starting using the lobby makes the server register itself on steam masterservers, also knows as reserved server, if you are admin you can see reservation token by typing status on console.

That is incorrect. You cannot run sv_cheats 1 on a Local Server you have created from the Lobby.
You CAN run sv_cheats 1 on a Listen Server.
They are two seperate types of Servers. If they were the same you would be able to run sv_cheats 1 on a Local Server via the lobby.....but you can't.

I don't want to come off sounding like a jerk and by no means am I the sharpest knife in the drawer....but I've spent a bit of time on it.
Between my L4D2 accounts i probably have 7K hours of actual play time.
I ran a dedicated server from my house for several years.
I have about 900 hours in the Authoring Tools.
But getting back to the OP
If he uses the Admin System addon and uses a Local Server that he creates from the Lobby, people will be able to join him even though they have different mods, plus he won't have to forward any ports etc.

sv_cheats is blocked by the matchmaking, has nothing to do with the current discussion, this is why i aked you how many experience you have on this.
There are only 3 types of game servers in general, l4d2 supports 2 types (l4d2 dont support p2p)
Listen server and dedicated server, listen shares the game client to host the game, dedicated has no graphics and is dedicated for hosting the game, its a part from the client.
You maybe need to take a look at your router settings, probably and old forwarding is allowing you do host listen server, or you are not behind one..
I used to host servers since Quake and quakeworld, hosted TeamFortress 2.5 server for a long time, ultima online, then came CS 1.6 first regular, then with mods (gungame)
Everyone with a little knowledge on networking will know how an simple UDP connection works, and it does need forwarding..
i can host a local server with mods using the admin system and people are able to join my match without port forwarding etc. i do it all the time...a lot.

You doing does not mean everyone will be able to, obviously something is forwarding this packet for you, or your connection is bridged meaning you dont need forwarding at all..
If you have an internal ip class (first octet being 10,172 or 192) and your router holds the public ip address, the router will simple ignore all the conections request from those clients, because those packets destionation are the router itself, that mean the packet arrived, and are dropped by the router, since it cant interpret those packets.

i double checked my router - i have NO ports forwarded
my computer is NOT in a DMZ, it's behind the router firewall and the windows firewall.
the person joining the game is NOT on my friends list.

Some routers do bridge the primary network (first port on the router)

My parents have a verizon modem, but I don't know where the model number is. There's bunch of numbers on a sticker on the front.

Hey so I looked at the video. Thanks! It seems straight forward enough, but I got freaked out when the guy said "port forwarding does bypass some important security features, so make sure you only use it with trusted sources." I don't think my parents would want me playing around with their modem like that. D:
If I do this, will I be more vulnerable while on the internet?
Also, I don't know what the port number is... and they only show gaming port numbers for Xbox Live and Playstation networks.
The thing is, you are exppsing a port on your computer to the internet, this means internet can access your computer, including your game clientes..
If you do it, do only UDP and only on the server port,..
Nothing of this will affect any other device on your network

Lol yeah I have a few people tell me I'm crazy to use a 5s with it's 4" screen, while they use their 6's and 6 pluses. You have a bigger keyboard on bigger screen phones lol
Anyway, do you happen to know how I can find that port number to put in?
If you dont change it, it will be 27015..
Some routers have "Range" on it, so just put 27015 on both sides, remember, only UDP is necessary
