Do you mean plugins for running your own server? If so they go in the sourcemod plugins folder. You need source mod to use plugins.

where ever you installed your server to browse to left4dead2\left4dead2\addons\sourcemod\plugins

ok so far ive done
left4dead2/addons/sourcemod
i got the folders
addons / cfg
where do they go or do i just put them in the sourcemod folder?

There should be a folder called plugins in addons/sourcemod/plugins place all plugins in the plugin folder.
There should be 9 folders in addons/sourcemod folder. Plus 3 txt files. Look at pic below to see what should be in there. I copied my server to my pc for back up purposes incase my server i rent got messed up. http://oi60.tinypic.com/2hwl5hd.jpg
If not sourcemod didn't install right re-install sourcemod.

Just copy the files over to the places it says on the source mod website. Its been a few years since i did mine. So i can't remember if it is zipped or not.

If they are .smx file the server will load it when you start the server up. They get loaded automaticlly.
