Where's Golf Club?

It can only spawn in the passing campaign.

You need to find it from a potential drop spot. Everytime a melee weapon spawn on the ground it will generate a random melee weapon from the ones available in that campaign, unless its a fixed weapon spawn such as the guitars on the finale in dark carnival.

(It can spawn right at the start on the car in the passing)

If you really want to get the golfclub or other melee weapons in all campaigns, you use this mod on a local server:

And there spawn all the melee weapons in the official campaigns (no custom campaigns). Including the css knife and the riotshield.
