Delete it that folder and then verify integrity of the game files. This will give you a new gameinfo.txt file and allow you to get into sv_consistency 1 games.

He isn't complaining though, they're just asking that it doesn't let them play in pro mod servers, maybe he accidently edited the file, maybe he downloaded a custom gameinfo.txt from somewhere.

Server owner has to do sv_consistency 0. If they don't then you won't be able to join simply. Try other server.
