Hi, I make my own gif and I can tell you that so far the best method is using a software called Krita, that's because it uses a plug-in which let you create high quality gifs. For example if you go on my profile you can see that my artwork is an heavy and relative high quality gif I made, with a normal software, when the images are too complex, the quality will be really low and colors will be glitched. The only problem is that with Krita I only know you can do a gif by using layer animations but I honestly don't know how to do it from pieces of videos. You might want to see if some editing programs can let you create animation frames or split up the whole animations in pictures. I saw a tutorial about it but I wouldn't reccoment it since you should use a site. Online tools are very very limited, I can tell you this because when creating a gif for example you won't be able to choose its framerate, while with the right software you can select the framerate so that the lenght of the gif and the smoothness of the animations are right
but still could not get a clearer high-quality GIF
so the software ( Krita ) i never herd of it i was wondering does the Time frame within the video also plays a role when making a high-quality GIF is too lower the timer so that it will make the animated gif alot smoother and cleaner say like the video is 20 minutes long of an anime tv show and i cut it into 30 seconds or 1:00 minute there are certain parts/scene.
Well I cannot assure you a higher frame rate equals to a smoother gif or animations and that's because you need to keep on mind 2 factors. 1) fps might play a huge role when creating fast scenes where movements are so fast you only see portions of them 2) the initial framer ate of your video. You video might be 25 fps for example and then that's what you want to keep to not change things.
60fps and your right about some scene and parts of videos coming from those entertainment content are fast and slick that is what i am aimming for to get a slick & smooth animated GIF but below 30fps is also fine
And the 3rd one is the resolution as well right i've set it too 2000×2000 kinda big for a video to gif animation as it doesn't fit very well to the standred
256×256 even 1024×1024 i have tried so 256x256 is max limit of a custom spray can handle go even higher and it will look really weird and extremely blurry.
You should definitely lower the resolution. I always did my spray 256x256 because I was following tutorials. I have never tried anything with an higher resolution

Ohhhh i was hoping a GIF would work in-game since i've made some test with it testing it multiple times with different sizes and still not even close tob a clearer and clean high-quailty post without any little issue or performance of the piece of art on the paintings on the walls but it seems it's not gonna happen maybe due to the limitations of the source engine and the game overall file size.

Well gifs do work in game so I don't get what's the problem with yours. We should ask to someone who actually managed to import a gif in game and see what he did. Maybe the gif too must be exported in the image's format used for the game

5 fps? for a piece of film? I am not sure it is the right thing. Usually films are recorded with 25 fps and I am pretty sure the gif is too long for the game to upload it
