Does the triple buffering options ingame make the game locked at 60 fps or 300? and what options do u guys use to make the game with as less stuttering as u can do?

Turn on your Steam overlay and enable the fps counter.
It doesn't go any higher than your refresh rate, if you enable that option. But the fps may fluctuate between lower frame rates, if it doesn't reach that exact value.

It's just vsync with two extra frames in the buffer to combat input lag. Double buffer is one extra frame.

so do i enable only triple buffering and thats it? i dont also enable vsync on panel control and then triple buffering in game?

Its tripple buffered V-sync or regular (double buffered) V-sync, or no V-sync at all. You can't have tripple buffering without enabling V-sync. Tripple buffering is a property of V-sync, that you can turn on or off, if you enable V-sync.
