Ok man, no matter how many times I see this clip, I think the only thing that could have possibly broken the rock here is my Magnum.

what i like to do is stand behind sharpie so the rock hits him instead of me, that way i'm protected.
sure, you'll feel a bit guilty when he uses his health kit but you just have to think about how much worse it could be. it could be your own health kit being consumed if you missed that shot on the tank rock.

Anyway I guess you can indeed break the rock with a single magmun shot. Since it has 50HP I guess you would need 2 with the normal pistols, interesting.
Lorewise the rock is just splintering into smaller pieces that the survivors are somehow immune to I guess, and gameplay wise its there to facilitate players shooting the rock without having to bring a sniper in preparation so that t1 weapons and even the magnum are viable for it.
