Try to
repair/reinstall your graphic driver.
Repair/reinstall directX
Set -dxlevel90 in game launch option
Blaquicat Sep 11, 2020 @ 6:10am
Install the directx 9..
Search for directx June 2010, its the last version of dx9, which don't come by default on windows versions (7 onwards)

thanks for helping, I guess it is most likely, because WIN10 was updated not long ago, it may be a problem with DX9, I don’t know

Official microsoft link for dx9
https://www.microsoft.com/en-us/download/details.aspx?id=8109
Its the runtime of the last official release.

The Microsoft DirectX® End-User Runtime installs a number of runtime libraries from the legacy DirectX SDK for some games that use D3DX9, D3DX10, D3DX11, XAudio 2.7, XInput 1.3, XACT, and/or Managed DirectX 1.1. Note that this package does not modify the DirectX Runtime installed on your Windows OS in any way.

Did you try reinstall/repair graphic driver? D3D stands for Direct 3D. It is most likely from graphic issues which might relate to your graphic card driver.

But first, You can try to set -w 1920 -h 1080(change the number to match your screen resolution) into left 4 dead 2 launch option. Or put -autoconfig(select 1 at a time)

I reinstalled windows, and it fixed my problem. I have a RX 5700 XT, works on every game except for any source game I would try to play - it'd give the "cannot find d3d device, or graphics' device error.

I did everything to fix it, nothing worked. But reinstalling windows did. It sucks reinstalling everything, but at least you can play the games again.

And this happened recently too, within the past few days.

same card, same source-engine game problem and same time
I don't know who is responsible ,Microsoft steam or amd
i reinstalled games and card drivers and you also reinstalled windows(=reinstalled gpu, steam, game, system) then you did it
but we still have no idea who is the CRIMINAL.
this 's ridiculous, i played l4d2 one or two weeks ago and now I even can't play its new 9-year-away DLC map?

Thank you refreshed, you're a hero for finding this aolution. I recently tuned some settings on the radeon software and didn't even think about these two settings. And yeah, I used to also always have this on but clearly there are issues now for some titles.
