Mipmaps are optimized sequences of textures, which have smaller heights and widths than the original textures. They exist to increase the rendering speed - a far away texture does not need to be shown in its full resolution. Instead it is shown/ rendered in a cheaper mipmap version. Almost every texture in L4D2 (and other games) uses mipmaps. And I believe smoke uses mipmaps too.
If the screenshot is taken from a custom camapaign it is a mipmap problem for sure.
If the screenshot is from Dark Carneval you may have a "better smoke" mod enabled (or something like).
And if you don't have any mods running... well... then I'm afraid I don't have an answer.
