I am playing on a laptop and want to use the better monitor. original solution got deleted.

The easiest solution would be to use Big Picture mode and set your "better monitor" as the one used by big picture.
Steam opens your games on the monitor set as the "primary" monitor and Big Picture changes that setting temporarily as long as it's used.

Second solution:

Run the game in borderless windowed mode and use Shift+Win+Arrow Left/Right to move it to the left or right monitor.
