You can bind any message via console:

exemple

bind "g" "say Hello world"

bind "g" "say_team Hello world"

replace "g" with any key you want and "hello world" with any message

By "play a sound" do you mean a voice line?
If yes: They use a Vocalizer, you can find them in the workshop or other mod hosting websites. It is not possible to bind voice lines to a specific key anymore, only via Vocalizer.

If no: I don't really know what you mean by "play a sound", could you elaborate?

yes seems its form vocalizer then iwanted set and blind some taunts from unrealtournanenet99 which are funny hehe by the way maybe you knwo a good vocalizer addon? ty for infos
