Versus Local Server add-on not working [Fixed]

When I tried to host a local server to play with my friends as usual, our mods aren't working, we tried everything we can think of( including console~ )
The mods used to work fine, this problem only started to occur recently.
We tried to host the game with online co-op, and the mods seem to be working just fine, only versus.
Has anyone ever encounter this kind of weird experience? Yes or not, I can really use a little help, thank you!

Find addonsconfig.cfg inside cfg folder..
Change any 1 to 0, it will allow addons on your local server.

Valve did, they changed the default value on an update a while ago.
