sv_lan cvar forces the server environment to run in insecure mode.
You have mentioned Sourcemod plugins in your title. Are you using a dedicated server?
All you need is to forward the port the dedicated server will be listening to in order for players outside of your network to be able to join. (Default is 27015) That implies opening it both on your router and your firewall(s).
Players can also connect using Quick Play, but that implies a game in your server must be in progress.
Apart from my own I do not know any others who use this plug-in. Suppose you can ask on the AlliedModders forums.
