As for the real answer, it's what people seem to want. Anime mods, aren't they cute.
BTW, these lazy anime mods have been around before L4D2 had a workshop. The contagion happened early and it's a general standard issue common fandom problem. If we rid of all the anime on the workshop, you'd see MLP and Undertale constantly being brought to the front instead. A majority of it isn't original work either with lots of theft involved just to show the world that they like a thing
Some things never change. 20 years ago it was all about putting The Simpsons, Beavis & Butthead and South Park into shooter games, and 25 years ago was all about making Barney the Dinosaur your worst enemy.
