That's how the game is supposed to look like
Make sure your drivers are up to date, they are necessary for your GPU to work properly.

If you made any changes in the nvidia control panel, set them back to defaults, theres a button in gpu settings there.

Did you use any mods before with this game? If you forgot to unsubscripe they download again automatically.

Also, i assume you tried to validate l4d 2 game files from steam library?

Finally, you could try to drop shader detail to high, instead of very high, or put it on very high if its on lower settings.

Btw, what resolution you're using? I guess it could cause an issue, if youre using some uncommon resolution. Try 1980x1080, or 1600x900.

Maybe you can try to reinstall the game, it is a way if the problem isn't on your computer hardware.

Due to lack of respect, the opinion is void. You must be respectful in nature.

UPDATE:

I still have this problem, however my posts with my Speccy information appear to have vanished.

I have tried all the above recommendations to no avail. I also RMA'd the motherboard as recommended and that also didn't work for me. 2 GPU's have this problem. I suspect it may be my power supply.

It's important to note that another fellow here:

Have RTX 2070 and Left 4 Dead 2 does not run smoothly at all https://steamcommunity.com/app/550/discussions/0/1661194916747143876/

Is also having issues, with a very similar GPU.

UPDATE 2:

I downloaded more RAM and it seems to have resolved the issue.
