Vpn will give you over 300ms ping
so a delay of 3 second,
might no be the greatest idea
if i understand correctly, you don't want your location to be revealed, but
it dosen't reveal your address, and normally won't cause any trouble
+ using vpn or cheating on your address can get you steam banned so don't do that
300ms is 0.3s

but i assure you that the delay is high
vpn is basicaly sending a information that will go throught 5-10 server
these delays can be long, especially if the network flow is overloaded
and again
vpn = steam ban
A few people have contacted steam support and steam support's response has always been using VPNs is not prohibited. VPNs only get your steam account banned if you use them to change your purchasing region for the sake of cheaper games or bypassing national content laws (ie censorship).
And this is in line with what I have seen, every instance I've ever seen of people being banned for VPN has been due to purchases.
To the OP, I would advise you putting in a ticket to steam's general customer support and seeing what they say as to be frank no reply you get on the forums will be anything other than garbage. That way you get an answer from the horses mouth, and if you do eventually get wrongly banned after the support says you were okay to do it, you have a paper trail for when you appeal your ban that confirms you got permission from a representitive of steam.

I used vpn for 6 years and I never got a ban, steam alert or a disabled account, don't listen to that guy, vpn is ilegal only if you use it for buy games for less price.
Connecting to another country could give you some issues.
