Report a translation problem
The only thing that I know that has worked in the past has been to report my findings to /r/Steam, which employees from Valve regularly check. I've tried to post to /r/Steam regarding what Serious has been doing, but the moderators there are extremely strict as to what you can post there, which in turn helps Serious Samurai get away with this.
I've crossposted Jaiz's Reddit thread there regardless in the hopes of getting Valve's attention, but I wouldn't be surprised if it was removed.
I was going to stop chasing Valve on getting this situation resolved, but actively claiming a map which he did not create is one of the scummiest things you can do on this platform. The original creators should have a right to have their name down if they so request it, and out of courtesy regardless.

Nope, nothing about impersonal, intangible concepts like accountability and integrity here -- just plain old name & shame. /sarcasm
And yeah, I think most of us have had someone else take credit for something we did, at one point. It sucks, and there ought to be justice.
Keep spreading the word, guys. The truth must be known.
But I do want to reflect on what ProdigySim said here:
Rhetoric and hyperbole are honestly very accurate words to describe a lot of the outcry: Helm's Deep never had "malicious code"... it has done some really unnecessary and intrusive things, but it's nothing like real malware, so at worst it's a PUP[en.wikipedia.org].
If in need of an example of something that actually would be malicious the rogue and banned SourceMod redistribution for L4D1 called ZenMod would be a better example, because it has a lot more exploit potential than a VPK file.[pastebin.com]

Just because Valve is very quiet about all this, doesn't mean key contributors need to be as well.
Information is the greatest alleviator of angst, and what I've provided is but a mere nugget that contributors should expand upon for the sake of transparency and disclosure.
Information should be free.
