Nobody suggested that before so i recommend to turn off vsync in your settings.
Even vsync can be the problem.
But i guess its vsync.

Why is this a problem again? That's still considered playable by anybodies standards even ones with high end hardware won't be complaining about that.

If all of the above solutions doesn't work for you, then do the following:

1. Open your game.
2. Go to: Options -> Video -> Advanced Settings.
3. There you should see something like "Wait for Vertical Sync" (without the " ")
4. Disable that.
5. Make sure you've disabled "Wait for Vertical Sync" (without the " ") under: Options -> Video -> Advanced Settings.
6. ???
7. Again, make sure you've disabled "Wait for Vertical Sync" (without the " ") under: Options -> Video -> Advanced Settings.

Why is 60 FPS a problem? Are people that high up on their horses that anything below their expected FPS is considered "unplayable".

Some people own PC's capable of going higher than 60 FPS, as well as monitors that display more FPS (i.e. 144hz monitor displays 144 FPS). 60 FPS isn't a problem, but if I spend over 1k on a PC, I'm going to want to get the most frames I can.
Higher resolutions doesn't equal more frames m8.
Edit: also the monitor I have can go up to over 1000 FPS, do I expect that many no I ♥♥♥♥♥♥♥ don't because that's too many.

I'l jump in the bandwagon and say turn VSync OFF

Or you can try to go to the console and type :
fps_max "number of max fps you want here" (without quotes)

Keep in mind it's useless to have an higher framerate than your monitor's Hz.

seems like you know very little or nothing about source games, basically the source engine register actions based on your framerate, so the game feels way more fluid with 300 fps than with 60, this being the reason why you see pro csgo playing with low graphics to get as many fps as possible

So because of some players that they an unrelated game to L4D2 go for massive FPS boosts EVERYONE should follow that example even though there's nothing here for such a need?

wat? csgo and l4d2 run in the same engine so how is that unrelated, also didnt you read what i said? higher fps will instantly give you an advantage. jeez you are either really ignorant or just trolling. either way if someone wants to play at high fps whats the problem? is not like it affects you or anything so what are you ♥♥♥♥♥♥♥♥ about

I normally got over 200fps while in game, 120 while recording. Now I noticed game became "choppy" and when I checked my fps it was on 70max. My VSync is off, the game played on 240Hz 3ms display screen looks kind of "laggy". It happened after I've installed RuneScape. After deleting it my frame rate still doesn't go up (I get normal 300fps only in menu).
