Your cheapest option is to go into the Steam store and look for "left 4 dead." Then select the Left 4 Dead bundle. It has both Left 4 Dead and Left 4 Dead 2 for $2.99, $1 less than Left 4 Dead 2 on it's own. Go figure. Just make sure it shows both so you get L4D2.
Steam does have the family sharing but you can not play the same game on both computers at the same time. They specifically mention it here https://support.steampowered.com/kb_article.php?ref=3784-QLBM-5731&l=#whatisfamilysharing
To save you some time, this is what it says:
"Can two users share a library and both play at the same time?
No, games in a shared library may only be played by one user at a time."
So, I tried to balance it and give you what seems like the best option if I were in your situation. I hope that helps you.
and no, the game files are not directly linked to a cd key
so lets just say you have left4dead2 on 1 account on a pc isntalled, and then u sign into that same pcs steam with a different account that doesnt have the game, steam will show something like game preloaded on it, but if the second account has the game it will just be ready to play like normal
steam has made it as hassle free as possible to transfer files around or use different accounts on the same PC to play the same games, everything to do with save files is stored on the "cloud"(steam servers) and when you sign in it downloads whatever progress you have made on games and applies them to a folder on a pc
