However. More mods = longer load time. There's on real way around that. If your computer isn't fast it can affect how quickly you load into games.
Custom campaigns can have lag spikes depending on how big they are or if the creator gets carried away with too many spawns or explosions. On my dedicated servers there are a few customs that can get a lil crazy for the server to handle.
Valve was lazy limiting it to 33, maybe they want to save some broadband on their servers..
actually those campaigns which have the "choke" problem do not get fixed with bigger tickrate. infact, it gets worse. (Deathcraft is unplayable in online)
only way to not get choke issues is to use Singleplayer or run local game without lobby. (choke still comes if hosted via lobby, even if local is used. Host getting 150 ping on its own computer, can you believe that?)
also for OP, mods dont increase ping but they can decrease fps noticeably if weak enough computer.
Link me a map with that issue and i test it out with 33/66/100 tick, and i show results here.
The main problem with low tickrate is even if the server is struggling to keep game playable the CPU some times is 10% or less of use, this happens because valve "limited" how much an server can process..
They did it to save resources on the server side, both network and cpu usage.
On a 100tick server my i3(3220) reaches 60~70%(on linux without X) of use, and the network peak at 5MB/s, while on vanilla barely reaches 10% and 1mb/s (assuming 8slots full, versus)

I made all the test, note that i installed the full version of the DeathCraft II map, including map, models, etc, i had to extract the vpk files in order to install it on the dedicated server.
I did only this map, because it already proves my point.

Note that the engine is struggling to keep up, could not keep the 120 (70,5 near lerp), but while this is 33+ you wont notice any lag spike.

Did you notice, even with high ping (308) the server still running flawlessly at 32.1, looks like they are not pushing enough juice.
Edit: another thing, that was a public matchmaking registered game, anyone could join (must have addon), i started it using the lobby, as usual.

Choke jumped when the guy joined, and slowly downed to 2~3 (you can see the spike on the graph)
I could not get a medal there, even with cheats.
