How can i change maximum players limit on local server?
I want play with 5 friends on campaign

You can use a Sourcemod plugin or do what Paladyne suggested.

Or you mean to install it to l4d2 server using steamcmd?
btw i said on local server not the server made with steamcmd

yeah the only way to get more than 4 players into a coop match (whether its a dedicated server installed with steamcmd or non-dedicated which is local host from your own game files) is to install sourcemod and one of the various plugins that does this (my suggestion is Super Versus that also works in coop) but getting into that even takes 4 or 5 extra plugins to help fix the issues that comes with duplicated survivors

avoid the sourcemod on the workshop cuz sourcemod wont run through a vpk so youll have to install the folders by copy and paste into your game folders, if you search youtube theres a few videos on how to do this but you may be getting into more than you bargined for, id suggest finding a steam group dedicated server that already supports more than 4 player coop cuz there are a few around you just gotta find them
