Report a translation problem
On the right, you will see Your Workshop Files.
If you have removed those 2, you do not have the addon anymore. If the addon appears there once again, then it means you haven't unsubscribed from the addon.
All Workshop mods are listed there.
by the way, I'm pretty sure the mod you're talking about is "CSS Unlocker"

Manually remove it.
Then install the game, and addons that you have SUBSCRIBED to, will automatically download and install when you open the game, but that will take a while when it does that.
If you have some non-workshop addons, then I recommend you to save them manually first somewhere else, and then move those back.
