Report a translation problem
Is your game set to sync to Steam Cloud? If so, Disable that feature before attempting repairs to your L4D2 installation. Otherwise there's a good chance Steam Cloud will undo all your changes the moment you attempt to start the game again. My experience with it is listed below.

I once had my L4D2 game stuck in a perpetual start/stop/attempt-to-fix loop. While I was migrating addon files between my servers I accidently also copied metamod.vdf into my addon folder.
The next time I went to start my game I got the "remove plugin's" dialogue box. I checked my addons folder and metamod.vdf seemed to be the only file out of place. Removed it and attempted to start my game again. Same... damn... error message.
Returning once more to my addons folder I was surprised to see metamod.vdf had somehow been restored to the directory! Then it hit me... I had been administering my servers while I had my game up and running so, once I finally closed the game, Steam Cloud saw metamod.vdf in my addons and uploaded a backup copy in case it happened to go missing.
Sure enough, that's exactly what happened. I disabled Steam Cloud for L4D2 temporarily, removed metamod.vdf once more from my addon files, and started the game. Started right up with no issues!
Well, after a couple of manipulations I could finally join a game. Still not sure what caused and fixed the problem and whether your suggestion helped but thanks anyway.
