60 FPS When normally playing and 40-50 FPS when there is a horde

What is the current framerate that you usually get? What is it when there is a huge horde or graphically demanding area/campaign? Use the framerate counter in the Steam settings (Steam > Settings > In-Game > FPS Counter). Put vertical sync to triple buffered rather than double buffered or none to increase performance and reduce visual artifacts. Disable and/or delete any mods you aren't using or almost never use at all. Finally, lower your memory to medium and resolution if the framerate for you is still not satisfactory. One more thing, lower the filtering mode one or two options lower than your current choice.
I'll try your solution

Turn down your textures, they dont need to be that high.

Vertical sync should either be double or triple buffered. Memory should be medium IF you have many mods.
Wouldn't putting it on Triple Buffered decrease fps.

I've got something you could insert as a launch option, it disables motion blur completely.

+mat_motion_blur_percent_of_screen_max 0

If you have vsync on your frames will be capped at 60 (pretty sure its vsync that does that) To get more just turn that off. I usually run around 150-200fps on l4d :)

Just know that unless you have a better GPU and/or monitor, it won't suddenly go from 40-50 to 70-80 and 60 to 120. It will only increase by a few at worst to a dozen frames at best; well if your monitor is only 60 HZ then don't count on it going beyond 60 fps.

You can also increase the visual performance of your PC itself. The instructions I'm about to give you will only work on Windows 10.

Search Bar > This PC > Right Click > Properties > Advanced System Settings > Advanced > Performance > Settings

You can then either choose to have Windows decide what's best (default option), best visual quality, best visual performance, or custom. If you don't care about your desktop looking like a potato, then select best visual performance; otherwise, select custom.

At the bottom is a list, and you should uncheck at least half of them or more. Making your PC have better or best visual performance will significantly increase the framerate for all your games. Expect the framerate to increase by 5 -15 frames. Who knew drop shadows and animations on the desktop affected visual performance?
Source games do improve when above 60 fps with only a 60hz monitor though.
The more fps, the "smoother" and less laggy your aim will be.

Vsync is cancer and does nothing imporant other than reduce screen tearing though. All it does is limit your framerate to 60, not to mention double/triple buffer will slow down your performance.

Yeah 4 gigabytes of ram isn't really enough to play games anymore

Any experienced (aka veteran) player (this or any cs game) will disagree with you.

/\ This!

Also, what is the point of having an 20000000 DPI mouse, but the game will only "read" it at 60fps?
Why on the earth you should use updaterate above 60 (101 or something), if you only "making" 60 frames, wasting network sending repetitive updates to the server?
I can go on all day with this..

Lowbei is that you? Oh, and having better framerate when your monitor doesn't support that refresh rate only makes things seem faster. It's an illusion that it's smoother when really not much has changed with only a 60 HZ monitor. I'm able to aim much better by enabling mouse filtering, raw input, and mouse accleration in the settings.

Only the monitor is limited to 60hz everything else is not, its not an illusion its Math..
How experienced you are in this game? Because is kinda obvious the input lag.
