Looking at the file structure it looks like some version of MUGEN
and in the days I mugen I read on Elecbytes site they intended to licence the engine for devs to make their own fighters.
maybe this is one that actually was licenced.

We (when we played this during overnights (security, pandemic, literally no work. It was paradise getting paid to game, we wasted away, it was beautiful...anyway...)

We headcanoned that cat guy and pilates instructor were your bros, they care about you. Commander Catherine(?) is gorgeous and he has to show the world. Grumpy sumo is awesome once he has coffee. Dude with the paraphenalia is your best weed buddy. Nerd guy is too tall and it affects his frame data and our least favorite character. Zoro final boss is cheerful and a good dude that is just the final boss. Ash Ketchum is reliable pal. Yoga Ninjitsu with face paint and pony tail is sigma grind yoga pal. I probably missed someone but eh.
