How do I equip the scuba oxygen tank?

I did the mission till I filled the oxygen tank, but when I enter the water I'm still holding my breath. Doesn't seem to go over my armor slot too.

Actually, you can't use the oxygen tank. This is just a quest item that you must give to scuba diver.

I feared this. So I gotta grind exp to upgrade the breathing underwater skill. Really don't want to cheat. There is a machinegun boat bandit attacking too...

Shallow dive when attacked, dive to the cave. there sre areas of air pockets in the cave to breathe. Give air tank to Javier and find your way out of cave. Get the Black Pearl from Javier on the beach.
