Character animation modding, help please?

Hello, I'm looking for some help with modding the characters. From my understanding, at least from researching for a while, nobody has quite cracked the .swif in a super usable way, and I was wondering if maybe I could get some help with it or some extra information?

I was hoping to make a full character mod that changes the character animations as well as the textures, and I can certainly change the textures well enough, but I want to go further than that, however I'm not technically inclined myself, I'm merely an artist. I know it's possible to take the .swif into a hex editor, however, it's incomprehensible to me entirely.

In my cursory research, .swif's have been used in other SEGA games, but haven't been really been made readable either? Though, I may be misunderstanding, and I'd welcome corrections if possible.

Could I get some extra help, please? I'd appreciate it ever so much!
