The matchmaking (and free lobbys) is tied to your region. To change it, change the steam download server to the region you want, for example any USA server. Its on steam settings -> downloads -> download region. If you have lag problems, change the filters in the puzzle league menu to only players with good connection. There are a lot of players playing on USA.

Isn't it simply a bug ? I have difficulties to imagine this game have literally no one on it that fast after the release.

I mostly do ranked and (yeah I know I probably take it too seriously) I don't want my rank being yanked around from me joining modes that I wanted to filter (everything but versus). So I won't be playing nearly as much Puzzle League until the filters are fixed.
