You sure can make tweet sounds (that also have a sound visual on your bird) and join up with friends! The servers are capped at only a few players (4 steam + 4 switch) but you can invite a friend to your current world if there is space.
If you want a private world, you can launch the game with the parameters:
-room <name>
Where <name> is what ever you would like to call the world. Then you can invite people or have them launch the game with the same custom room name.
Just to check, does this mean you can have 8 players in the same world and it's cross-platform? Or that both platforms have a 4-player cap on the number in the world? I'm expecting the latter, but just really curious which it is...
In that case, "well" is a massive understatement.
