Also, check "%LOCALAPPDATA%\SoulcaliburVI\Saved\SaveGames\" (paste it in explorer) if your saves are still present - you should have one directory for each steam profile you ran the game on.
Steam Client: Right click on SC6 > Properties > DLC
It should be all checked.
If it is Family Shared account, you may need to check Family Sharing settings.
For save data, if you have backed up somewhere, you may be able to recover.
But before do anything, better to back up current data.

And yeah I've checked the DLCs and have made sure they are all checked. Still nothing working though..
1) Back up current data folder and remove
2) Uninstall SC6 and reinstall
3) Start game to see if DLC are enabled
If yes, 4) restore 1)'s data base
If no, 5) contact Bandai Namco support for help

So I'd suggest to back up.
1) Disable Cloud Sync from Game property
2) Download each file from following

I've heard DLC info is in save data folder.
So if you tried my suggested step (remove save data for resetting), I think it could be recovered.
