Are the DLCs preinstalled in the base game?
So, are the dlcs already in the game but just behind a paywall? Or does it install the dlcs after you buy them?

SC6 DLCs are additional contents to base game as same as most of other games.
If you get by season pass or seperate DLC, it will be automatically installed on Steam.
You can disable in Steam Client property page though.
Playstation needs to install manually for season pass holder. I forgot about Xbox.

the only game I can think of to describe what Im talking about is arma 3, where the dlc is installed with the base game but you cant use it unless you pay for it, but the assets are there

Ah, I got your question. I believe all DLC character and assets are in base game or everyone's installation. Season 2 pass bunus is past version BGMs and may not be installed unless you have S2 pass DLC. But I think all character and costume info are installed.

This is because you encounter the DLC characters on online play. You will battle against. But you cannot use the character unless you have DLC purchase.

Imagine if the DLCs were not preinstalled, you went online, got connected to someone playing as a DLC character and so your game would have crashed with an error as a result. Not a great scenario. To avoid it, the DLCs are indeed preinstalled, but if you want to use them personally, you'll need to buy them.
