Tira was season 1 bonus.
While I understand your confusion, your position is not exactly reasonable. Paying one price and getting everything free forever would effectively halt development of all content, since there wouldn't be anything in it for the devs.
Season 2 was not even close to being greenlit at the time Deluxe Edition went on sale, it only exists because of good sales and good will among the players, potentially there could have been no Season 2 at all if things went the other way.

As far as I know in there is Deluxe Edition 2019 version (standard + Season Pass 1 and 2) only in Japan for PS and XBox.

There is some Japanese term that "Customer is god".
But this is used in business for how important customer.
Customer who is calling "I'm god as a customer" is not appreciated in any place as just common sense.

Not really. Of course it's obvious that the customer always wants to get the most ♥♥♥♥ for the lowest price, but failing to read what's being included in the package is no other's fault than the customer's.

The issue is that you rushed to buy something without first checking what you're getting.
The information for the Deluxe Edition is displayed on the store page in the exact same way that it is displayed for every other game's "deluxe" or whatever editions they have.
You scroll down, find the section for the digital deluxe edition, click "read more" and there it says what's included.
Perhaps you just weren't aware of this so you made an assumption. That's alright, you refund the game and the problem is solved. Now you know better, and you may apply this wisdom on any future purchases that you make.
again, the definitive and most expensive edition of the game should not have any content unavailable
